Pinehurst HOA Meeting Minutes 15 May 2017 7:00 PM Home of President Parks In attendence: Tina Jackson, Parks, Riddle, Choiniere, Kaufman, Winks Also: Stewart (ACC), Russell (ACC) CTO 7:03 Member Forum Stewart: clarification of process for violation reporting ---Biggest/most frequent comment from members: Board is doing nothing ---Consistency is important ---Original CC&Rs were written to emphasize consistency ---Specific case: lot w/bush over sidewalk, but also generally true Question from Choiniere: what are our powers for backyards? Stewart: same as front yard. (Article 7.1) Question from Parks: what do you think should be done about repeat offenders? Stewart: Early start is key. ---Emphasis on just rough cut, not extensive landscaping Response from Jackson: way to avoid claims of being picked on is just to be thorough Response from Parks: concur w/Jackson Stewart: original board plan was to be reactive, not proactive -- don't be the "gestapo" of the neighborhood Balance that with need for consistency Parks: we appreciate Stewart's effort in methodically reporting houses Choiniere: we all agree, let's establish a schedule/plan Kaufman: reporters need feedback Procedure: 1) Report received by manager Jackson from main Board or HOA -> referred to admin team; Jackson confirms reception 3 +/- 2 day process 2) manager Jackson confirms, sends letter 3) CC&Rs specify two weeks for corrective action; three total weeks from original report until next board action --Could be longer if admin team reports delay --Who checks for compliance? Mostly board, manager Jackson may notice --manager's responsibility is primarily common area 4) If no correction, then second letter --includes fine and/or charge for services --Needs board approval of action --Board has one year from initial letter to take action ----eliminates need for repeated warnings Choiniere: we also need to be reasonable, reemphasize Doug's comment about not being the gestapo Russell: park needs fixing! Concern that playground's approaching the end of its lifespan General agreement about need for considering replacement, and improvements some short-term, some long-term Russell also recommends looking into artificial turf END OF OPEN-TO-PUBLIC SECTION Approval of minutes: Parks motions to approve, Winks seconds, all aye Treasurer's report Total cash ~$202k Accounts receivable down 50% from last time, which is good. Total assets: 217818.88 Manager's report made Bark and gravel: two bids coming this week How much bark? Enough to cover roots. Additional bid for maintenance of green spaces, and checking into drainage of park.
